- Monthly household income from all sources

- Type of house — pucca (brick/concrete), semi-pucca, or katcha (mud)
- Number of rooms
- Whether you own or rent the house
- Access to electricity, gas, and clean water

- What appliances are in your home? — This is where most people are surprised.
The survey records the following appliances specifically: television, refrigerator/freezer, air conditioner, washing machine, motorcycle, and mobile phone. Owning multiple appliances raises your PMT score. A refrigerator and an AC together can push a borderline family above the eligibility threshold.

High utility bills — consistently above 200 to 300 units of electricity — are one of the fastest ways to raise a PMT score. The system sees high bills as a sign of financial comfort.

Step-by-Step: How to Complete the NSER Dynamic Survey
Step 1 — Check if you actually need a new survey
Before going anywhere, send your CNIC to 8171 by SMS. Read the reply carefully.
- If it says “Eligible” — your data is current. No action needed.
- If it says “Ineligible” — your PMT score is above the threshold. A new survey may help if your situation has genuinely changed.
- If it says “Survey Required” — your data is expired or incomplete. You must go to the BISP office.
- If it says “Visit Office” — your data needs in-person biometric verification.
Note: “Ineligible” and “Survey Required” are two very different messages. Most articles treat them the same way. They are not. “Survey Required” means your data is missing or old — often fixable. “Ineligible” means you are in the system but your score is too high — requires a re-survey if your situation has genuinely changed.
Step 2 — Gather your documents before leaving home
Take all of these. Missing even one can mean you have to come back.
- Your original CNIC — not a photocopy, the actual card
- Your husband’s CNIC (if married)
- B-Forms from NADRA for every child (handwritten documents are not accepted)

- If widowed: your husband’s death certificate

Step 3 — Go to your nearest BISP Tehsil Office

Step 4 — Complete the interview honestly
A BISP data entry officer will sit with you and ask the questions listed above. Answer them correctly and completely. The temptation to hide information to lower your PMT score is understandable — but do not do it. If the system catches a discrepancy later (through NADRA records, utility data, or MTMIS vehicle records), your registration can be permanently cancelled. The government cross-checks this data with NADRA and other departments.
Step 5 — Give your biometric thumb impression
This step is mandatory. The female head of household must be physically present. No one else can give the thumbprint on her behalf.
Step 6 — Receive your confirmation slip
Keep this slip. It proves you completed the survey on that date. If there is any delay or problem later, this slip is your evidence.
Step 7 — Wait for SMS from 8171
Within 2 to 4 weeks, you will receive an SMS from 8171 telling you whether you are eligible or ineligible. Some families receive confirmation faster. If more than 30 days pass with no message, send your CNIC to 8171 to check your status.
The Hidden PMT Traps
This is the section I have never seen any other article cover properly.
Many families ask me: “We are very poor. Why does the system say we are ineligible?” The answer is almost always one of these hidden PMT traps.
Trap 1 — A family member’s old passport or visa
If anyone in your household ever applied for a visit visa to Saudi Arabia, UAE, or any other country — even if the visa was rejected — there may be a travel record attached to your CNIC. The system sees this as a sign of financial ability. This alone can raise a PMT score significantly. If this is inaccurate or the trip was a one-time Hajj visit ten years ago, explaithis clearly to the BISP officer and request that it be noted.
Trap 2 — Appliances that are broken or not yours
The survey records what exists in your home — not what works. A broken refrigerator sitting in the corner still counts. Appliances that belong to a relative visiting temporarily may also be recorded. Before your survey appointment, make sure only your own, functional household items are in the home, and be honest about what you own.
Trap 3 — Utility bills from a different family
In joint housing — where multiple families share one compound — the electricity connection may be in one person’s name but cover several households. If a wealthy brother-in-law lives in the same compound and the bill is in your name, your PMT score will reflect his consumption too. Separate connections, where possible, prevent this.
Trap 4 — Old car or tractor registered in your name
Vehicle registration data comes directly from MTMIS (Motor Transport Management Information System). If a car was sold years ago but never transferred in the system, it may still be linked to your CNIC. This alone can disqualify you. Fix the vehicle record at the Excise and Taxation department first, then do your NSER survey.

Who Must Do the Survey Immediately — Do Not Wait
You need to complete the NSER Dynamic Survey right now if:
- You have never been surveyed before
- Your last survey was done more than 3 years ago
- Your 8171 SMS shows “Survey Required” or “Visit Office”
- A major change has happened in your household — death, divorce, job loss, new children

- Your data will be reviewed and your PMT score will be recalculated
